Hong Kong’s homegrown Safeguarding National Security Ordinance has come into effect, four days after the legislation was unanimously approved at the city’s opposition-free legislature. Separate to the 2020 Beijing-enacted security law, the new legislation – gazetted midnight on Saturday – targets treason, insurrection, sabotage, external interference, sedition, theft of state secrets and espionage. Beijing’s top official for Hong Kong affairs is “very confident” about the city’s “high-quality development,” Chief Secretary Eric Chan has said as the politician began his week-long Hong Kong visit. Xia Baolong, the director of the Hong Kong and Macao Affairs Office (HKMAO), arrived in Hong Kong on Thursday.
