By Billy Wong and Cherry Kee of the Hong Kong Committee on Children’s Rights April 30 is International Spank Out Day, urging the public to stop the corporal punishment of children. But can the policies and laws of Hong Kong comply with this objective? The United Nations Committee on the Rights of the Child defines corporal punishment as any punishment in which physical force is used and intended to cause some degree of pain or discomfort, however light. Corporal punishment is still the most common form of violence against children. According to data provided by End Violence Against Children, 8...

There was an 8 per cent increase in child sexual abuse imagery in 2023 compared to the previous year, making it the worst in history, according to a new report from the UK-based Internet Watch Foundation (IWF). The charity, which tracks and takes down pages with explicit content featuring children, found over 270,000 web pages last year, roughly one every two minutes, with some featuring thousands of images or videos. The report also found that Germany’s .de domain was targeted by criminals advertising “the most extreme types of child sexual abuse” in 2023. With over 3,000 addresses, the domai...

The findings uncover an uncomfortable truth about how children are left to their own devices when navigating the digital world, increasing their vulnerability to harm. Conducted by non-governmental organisations ECPAT International, Eurochild and Terre des Hommes Netherlands, the study involved focus group discussions with 483 children from 15 countries, including ten EU member states. Many of those children said they prefer to keep their online activities to themselves and struggle to talk with adults about the risks they face online. Others said they filter what they tell their parents and c...

Even though a majority of people are concerned about artificial intelligence (AI), roughly 70 per cent are unaware that it’s already being used to create child sexual abuse content, a new survey shows. The Lucy Faithfull Foundation, a UK-based child protection charity, surveyed over 2,500 people in the UK and around 88 per cent of people surveyed agreed that AI-generated sexual images of under-18s should be illegal. However, just 40 per cent of those surveyed either didn’t know it was the case or thought that this content was legal in the UK. In the EU and the UK, it is illegal to create, view...

Lawmakers and governments today (15 February) agreed to extend a temporary solution to combat child sexual abuse material online, which will now be in place until 3 April 2026. The deal comes as existing arrangements, under which companies can voluntarily scan their services, are set to expire on 3 August — while plans for a longer-term fix have raised significant concerns over privacy and encryption. Today’s agreement will extend that system for another two years, a mid-way point between EU lawmakers who wanted a one-off extension to May 2025, and member states who favoured 2027. The interim ...

Hungary's president has resigned amid outrage over her pardoning of a man convicted in a child sexual abuse case. President Katalin Novak faced days of growing pressure to resign because of her controversial decision to pardon a man who was convicted of covering up crimes committed by a sexual predator at a children’s home. The 46-year-old announced in a televised message on Saturday that she would step down from the presidency, an office she has held since 2022. “I issued a pardon that caused bewilderment and unrest for many people,” Novák said on Saturday. “I made a mistake.” Novak - the fir...

Calls for Hungary's conservative President Katalin Novák to resign grew Friday amid outrage over her pardoning of a person convicted of covering up a child sexual abuse case, which has unleashed an unprecedented political scandal for the long-serving nationalist government. Novák is the first female president in Hungary's history. She sparked indignation after it was revealed that she issued a presidential pardon in April 2023 to a man convicted of hiding a string of child sexual abuses in a state-run children's home. The man was sentenced to more than three years in prison in 2018 for pressur...

The revision of the 2011 directive, unveiled on Tuesday afternoon, attempts to close the loopholes opened by the sudden advent of artificial intelligence, which has enabled criminals to produce synthetic images of child abuse and evade law enforcement. One in every five children in Europe is estimated to be a victim of some form of sexual abuse or exploitation. The scourge is pervasive and insidious: 1.5 million cases were reported in 2022, compared to one million in 2020. "With the high speed of development of the digital area era, we really need to keep up the pace," said Ylva Johansson, the...

By Hera Rizwan Researchers from the Stanford Internet Observatory revealed in a study published earlier this week that a vast public dataset, commonly used to train popular AI image-generating models, contained over a thousand images of child sexual abuse material. The research uncovered over 3,200 images of suspected child sexual abuse within the extensive AI database LAION. This database, used for training prominent AI image generators like Stable Diffusion, contains explicit images and captions, scrapped from the internet. The watchdog organisation, situated at Stanford University, collabor...
